sounds like they stole a couple announcers from St Andrews...
If you're serious about this you should contact a Scottish cycling club and offer an exchange. I did this with one of their soccer clubs and it was one of the best sports experiences I've ever had. The Scots are great hosts, and the beer and ales are terrific.
